Texting potential voters is one of the most effective ways to engage your community and to advance your campaign. 

When you, a candidate, send texts to potential voters, this is called peer-to-peer texting. When you start doing this at scale, certain regulations to prevent spam start to apply.

You don’t want your mobile carrier to flag your number as being a spam account and blocking you from reaching supporters. Read the following guides to learn how to get the required EIN—the first step to getting compliant.

Why do I need an EIN for my campaign? 

To activate peer-to-peer texting, campaigns must complete text message registration with mobile carriers. As part of this process, campaigns are required to verify their organizational identity by obtaining an Employer Identification Number (EIN) from the IRS.

An EIN is simply a unique identification number assigned to your campaign—similar to how a Social Security Number identifies an individual. Even though the word “Employer” is in the name, you don’t have to have any employees and this does not mean you are starting a business.

Having an EIN allows your campaign to:

  • Complete text message registration
  • Activate peer-to-peer texting programs
  • Open campaign financial accounts (if needed)
  • Establish credibility with vendors and service providers

This is a standard step completed by campaigns and political organizations across the country.

Important:
For security and regulatory reasons, campaigns must apply for their own EIN directly through the IRS. This cannot be completed by third parties.

How to Apply for an EIN:

Step 1: Visit the official IRS application page

https://www.irs.gov/businesses/small-businesses-self-employed/get-an-employer-identification-number 

Step 2: Navigate to the correct application

Read the instructions and follow the IRS guidelines.  From the article "get an employer identification number",  select the blue button "Apply for an EIN" then select "Begin Application Now". 

When asked for your legal structure, select "View Additional Types, Including Tax-Exempt and Governmental Organizations" and then select "Political Organization."

When asked why your Political Organization requesting an EIN, we suggest you select "Starting a new Business". 

Step 3: Complete the requested information.

The IRS will ask you to provide information like

  • Campaign name
  • Mailing address
  • Responsible party (you)

Step 4: Submit your application.

You should receive your EIN immediately upon completion.

Step 5: Download or save your confirmation notice.
